Manufacturers’ MDPN implementation plans have been posted to the Medicare Transaction Facilitator

CMS has posted the plans that manufacturers have submitted to implement the Medicare Drug Price Negotiation Program (MDPNP), which CMS calls "manufacturer effectuation plans." Pharmacies need to be enrolled in the Medicare Transaction Facilitator to see the manufacturer effectuation plans (for more information on enrollment, click here).

While the plans are not public, and we are still gathering details, NCPA has heard that all manufacturers are using the Beacon platform, which is a free, web-based application that dispensing entities need to register with that will provide communications about maximum fair price (MFP) effectuation. After a brief registration process to ensure only authorized users can access the appropriate MFP information, dispensing entities will be granted access to the Beacon platform.

This platform will enable dispensing entities to review the MFP refund claim status for individual MFP claims and engage with the manufacturer on questions related to the status of specific refund claims. It will also serve as the manufacturer's mechanism for disseminating and publishing information related to the manufacturer's MFP effectuation procedures. The platform will also provide a resolution center where manufacturers and dispensing entities can communicate on good-faith inquiries related to MFP effectuation for specific claims.

CMS has also announced that all 10 manufacturers for the Initial Price Applicability Year (IPAY) 2026 selected drugs have signaled their intent to use the Medicare Transaction Facilitator (MTF) Payment Module (PM), which will reduce administrative burden for pharmacies.
