NCPA met with Centers for Medicare & Medicaid Services staff Immaculada (Inma) Hernandez, senior adviser to the administrator for drug prices, and Rujul Desai, counsel to the administrator, to discuss the agency’s implementation of the provisions in the new PBM law, the Consolidated Appropriations Act of 2026, pertaining to Medicare Part D reasonable and relevant contract terms. In the meeting, we stressed the importance of the pharmacy voice in regulating reasonable and relevant contract terms and thanked the administration for signing PBM reform into law.
We were joined with representatives of the American Pharmacists Association, the National Association of Chain Drug Stores, the American Society of Consultant Pharmacists, the National Association of Specialty Pharmacy, FMI — The Food Industry Association, and the National Grocers Association.
NCPA will keep members posted on developments. The pharmacy groups’ initial letter to the administration requesting a meeting can be found here.
