NCPA House of Delegates makes resolutions on DTC models, MDPNP, PBM pharmacy ownership, other issues

The House of Delegates of the 2025 NCPA Annual Convention made several resolutions on matters affecting community pharmacies, including pharmacy deserts, direct-to-consumer pharmacy models, the Medicare Drug Price Negotiation Program, ownership of pharmacy data, and PBM pharmacy ownership.

First, the delegates ratified and confirmed all official actions of officers and members of the NCPA board of directors since the last House of Delegates at the 2024 Annual Convention.

Then, the delegates resolved that NCPA:

  1. Will advocate for policy changes ensuring fair reimbursement and addressing PBM practices that contribute to pharmacy closures, support legislation that updates pharmacy access standards, promote public awareness of pharmacy deserts, and take other pharmacy desert-related actions;

  2. Will define and support direct-to-consumer pharmacy models that include local pharmacists;

  3. Declares requirements for meaningful participation for community pharmacists in the CMS Medicare Drug Price Negotiation Program, including fair reimbursement, elimination of retroactive fees, timely payment, and other requirements. The delegates also committed NCPA to collaborating with CMS and other industry partners to implement the requirements;

  4. Affirms that data generated by pharmacies regarding patient care and business operations belongs to the pharmacy, save for situations where the pharmacy explicitly consents, among other requirements;

  5. Will support congressional action on the Patients Before Monopolies Act, which would prohibit a parent company of a PBM or insurer from owning a pharmacy.
