A "Free Health Clinic" for Montana State Employees

Montana's 11,000 state workers, retirees and their dependents now have a "free" employee health clinic. The state believes it can reduce costs because the facility doesn't have a "markup.," writes NCPA Senior Fellow Devon Herrick. The reality is that such clinics are usually designed to practice medicine efficiently -- not ordering costly tests and costly referrals. Time will tell whether or not it actually saves money.
