Post-Katrina New Orleans: A Step Forward, but not a Model

Katrina defeated the inertia that sustained one of the nation's worst public school systems. The new charter-centric system is better, but suffers from the standard weaknesses of the charter school model; waitlists and difficulty specializing. The chaos and frustration -- and re-imposed assignment -- that results from choice without market prices threatens to poison the well for the school system reforms we need.
