In 2015, Republicans gained control of the Senate, but some free-market ideas fell by the wayside as John Boehner cut deals with Democrats and the president continued to govern with "pen and phone." Even the Republicans' top priority -- to repeal Obamacare -- suffered delays and indecision throughout 2015 as Republican leaders tried to navigate a complicated budget reconciliation process that would avoid a Senate filibuster. Will 2016 be more of the same?
