About the Author

Dr. Donald L. Westerfield is a Professor in the Graduate School of Webster University and is a Senior Fellow with the National Center for Policy Analysis. He received his B.B.A and M.A. degrees from the University of Miami, Fla., and his Ph.D. from Saint Louis University. Dr. Westerfield is the author of four books: War Powers: The President, The Congress, and the Question of War (New York: Praeger Publishers, 1996), foreword by Hon. Donald H. Rumsfeld; National Health Care: Law, Policy, Strategy (New York: Praeger Publishers, 1993); Donald L. Westerfield and Hon. Thomas Curtis, Congressional Intent (New York: Praeger Publishers, 1992), foreword by Hon. Donald H. Rumsfeld; and Mandated Health Care: Issues And Strategies (New York: Praeger Publishers, 1991), foreword by Hon. Thomas Curtis.

Dr. Westerfield's academic works include over 125 scholarly and professional papers and presentations. He is a referee/reviewer for two scholarly journals and is listed in Marquis Who's Who in the World and in Marquis Who's Who in the Midwest. He was a Director of Webster University's London, England, campus and has taught in the Vrie Universiteit in Amsterdam, The Netherlands, and in Shanghai University of Finance and Economics in Shanghai, People's Republic of China. He has also taught in Webster University's other foreign campuses in Vienna, Austria; Geneva, Switzerland; Leiden, The Netherlands; and Eindhoven, The Netherlands.

In addition to his scholarly interests, Dr. Westerfield is a single- and multi-engine instrument-rated commercial pilot and flight instructor and works with the deaf community in American Sign Language.

Dr. Westerfield is also CEO and Owner of Economic Consultants in Saint Louis, Missouri. His consulting interests include econometrics, statistics, business strategy, economics of health care, intelligence, counterintelligence and industrial security.
