Random Murders, Younger Murders	President Clinton celebrates the fact that the number of murders in the United States declined 7 percent from 1993 to 1994, but the fact remains that 23,730 people lost their lives in 1994. Murder is becoming more random and the perpetrators are younger. The number of murders committed by those who do not know their victim now surpasses the number committed by friends and acquaintances. Between 1983 and 1993, the murder rate among 14 to 17 year olds increased by 165 percent. The number of 13 to 15 year olds arrested for murder nearly doubled in the period 1982-92.
