Senator proposes health care changes

Senate Finance Committee Chairman Max Baucus, D-Mont., formally outlined his ideas for health care, including creation of a nationwide insurance pool through which individuals and small businesses could buy coverage, and opening Medicare to those ages 55 to 64.
