A National Center for Policy Analysis paper says the payroll-tax holiday, in effect for two years, has driven up the Social Security system’s unfunded liability by significantly reducing the revenues devoted to the program. The share of Social Security revenues coming from general government revenues has risen to 27% from 15% over that period. [NCPA]
