Regional Conflict Resolution

[The U.S.] Should seek to involve Russia in regional conflict resolution situations. Examples:

  • Balkans, including the Kosovo problem.

  • Iraq.

  • The Israel/Arab conflict.

  • Conflicts in the Caucasus region.

Questions: Are Russia's interests in these areas irreconcilably in opposition to those of the United States, so that getting Russia involved makes problems harder to solve, not easier? Or are the gains of consulting Russia and drawing it into the world system of diplomacy worthwhile even when Russia's view of regional conflicts varies from that of the United States?

Finally, are there conflict areas where the United States is itself being too actively interventionist?
