I. The federal government already devotes more than enough resources to combating illegal drugs.

II. Despite a massive, well-funded antidrug effort, drug use among teenagers is rising.

III. Federal involvement with drug crime inhibits our ability to combat other crime.

IV. Although no one advocates making teenage drug use legal, making drugs illegal for adults has caused other crime.

V. The federal War on Drugs also has had other negative social effects.

IV. State and local governments and non-government community institutions can reduce drug use among teenagers without additional help from the federal government.
