Arizona Governor Fife Symington and Connecticut Governor-Elect John Rowland have proposed the complete elimination of their states' personal income and capital gains taxes. States without a personal income tax have been able to create jobs much faster.

• From 1980 through 1993, employment in states without personal income taxes increased more than twice as much as in states with personal income taxes - 37.6 percent versus 16.8 percent.

• During the less-than-stellar economic years of 1990 to 1993, employment grew more than six times as fast in states without personal income taxes - 3.8 percent versus 0.6 percent.

• Between July 1993 and July 1994, employment increased more than 1.5 times as fast in states without personal income taxes - 3.5 percent versus 2.4 percent.
