Policy Note: Environmental activists claim average global temperatures over the last thousand years have remained relatively stable except for significant warming during the last century, which was caused by human activity. However, there is considerable evidence that the climate of the last millennium fluctuated significantly. If recent global warming is largely a result of natural climate variability, policymakers acting on invalid interpretations of the evidence may be led to support policies that are unnecessary, costly and ineffective.
