Policy Note: Electricity Grid Solutions- Some federal regulators want to force utilities into regional Independent System Operators (ISOs) that would set interstate power transmission rates and terms. However, experts say that empowering the industry's self-governing body to set and enforce standards, while allowing competition on pricing, would help ensure the $50 billion investment needed to upgrade electric power grids.
