In 1983, the National Center for Policy Analysis (NCPA) established its first offices at the University of Dallas. The mostly abandoned building had constant leaks in the roof whenever it rained – files had to be removed from the uncarpeted floor and placed on chairs. Unable to raise enough money to meet expenses the first two years, the organization survived primarily on part of NCPA founder and President John C. Goodman, who waived his salary and paid expenses from his own pocket.
